The governance system at the village level is complex, bringing together colonial systems of the recent past and royal governance systems that existed many years ago. There are many committees at the village level, led and managed by the villagers themselves. However, these committees converge at the 'Govi Jana Seva' Centre to resolve any conflict or even to make significant decisions regarding agricultural activities.
I was able to participate in a meeting on resource management for paddy farming at the Govi Jana Seva Centre, and it wasn't just the representatives from my village that were present but also a number of neighbouring villages that all come under the guidance of the Govi Jana Seva Centre. I witnessed the governing structures in place for different types of agriculture interlinked with natural resource management and human resource management.
Village-level committees are key mechanisms when responding to climate urgency at the village level.
